i think lulu would win, why? becuse both he and light are about as smart but as long as lulu can conceal his name and aperance light cant touch him while all lulu needs to do is look someone close to light in the eye and order them to kill him and light will be killed

Lelouch's plan was on a more grand scale than Light's and he was able to succeed, where as Light lost to some little kid and then had a mental break down. Also Leouch has the conviction to follow through with his plan to win even if it means death. He successfully defeated a more advanced military unit while commanding a group of terrorist he had no prior connection with on his first attempt through radio. Light relied more on lying and manipulating to those dear to him to help him accomplish his goals, though Lelouch did the same thing but at the same time he was a military genius.

When you look at their powers and they had no prior knowledge of each other, or if Light initially only knew Lelouch as Zero and he found out Lelouch's true identity at the moment of confrontation, Lelouch would still win since his power goes at the speed of light and Light's notebook relies on his handi-coordination.

Depends if both sides know each other and their powers as well as if its post L's death and post Lelouch becoming the emperor. If so then Lelouch would 100% win. Not only by wearing zero mask, he can also confuse everyone with multiple of zeros IF one them even gets caught which i doubt since light has to go through an entire army of people with their face covered and name faked. Lelouch can just go full cold mode and kill anyone thats a suspect with his army so Win to lelouch when it comes to full power in my opinion.

Lol I think its obvious that they both will have their powers. Its just the question of in what stage. Lelouch had a lot more help than Light, from orange boy, black knight to the fake brother in R2. He probably would have died without them long time ago.
