"Discard 1 card, then target 1 card your opponent controls; place that target on the top of the Deck."

This card works fantastically in decks that can give up a card for the cost for this card's effect. This card is like Compulsory Evacuation Device but better. Compulse usually send a monster back to the hand. But with Phoenix Wing Wind Blast can target Monsters AND Spells/Traps. And instead of sending it back to the hand, it send it to the deck so it can halt your opponent from progressing their deck by redrawing what they might have just summoned or set all at the cost of 1 card. Now some decks can't afford 1 card as a cost simply from their decks being too slow at creating advantage but this card will work in any deck that isn't too slow. Overall, this card is basically Compulse but better with a 1 card cost. Definitely recommended for decks that can even make moderate advantage consistently.

I mostly see this card in BA more than anything speaking from experience BA can use just about every good discard trap in the game since they trigger in the grave making not so minus. Also ive seen it in some prophecy since they dont have a hard time keeping advantage with tower on the board.
