The only way you could use Acellight is by summoning Cloud. Light only lets you summon level 4 or lower Galaxy or Photon monsters, so you cannot use Light on Ciphers.

Blade i know what it does i have it just to get cloud dragon out if i don't have it in my hand and i have a galaxy-eyes photon dragon sitting in my hand.

Cloud Dragon itself is generally not useful in your deck. It usually wastes a normal summon, something which is vital to..lets say Knight. Cloud can be kinda dead if it's in your hand and Photon Dragon isn't (which, with Galaxies you focus on getting the dragon to the grave). You have 6 level 8s. You could tech in a trade-in or two in that deck for more reliable draw power (trade-in is better than reckless imo).
You could incorporate Galaxy Soldier in your deck too. Letting you discard those dead Photon Dragons and Mirror Knights, seeing that Mirror Knight's effect goes off at the end phase in the grave much like Stone of Ancients. Infernal Reckless Summon is also something you could side in or have it at one or two, to spam Cipher wing for an easy rank 8.

I took out all the cloud dragons and one stranger I threw in Photon Thrasher and photon Crusher for the spells i took out one accellight and threw in 3 inferno Reckless summons for the traps i just took out the Reckless Greeds
