● Tribute 1 monster, then target 1 face-up monster your opponent controls; take control of that target until the End Phase."

Enemy Controller can serve as a pseudo-Book of Moon by putting monsters in Defense position. But it also allowed to force monsters to be in Attack position which is an added bonus. On top of that, if you're able to offer a tribute of cost you can also take control of your opponent's monster for a turn. It may not have all of positive sides of Book of Moon such as making targeted cards miss their target if targeting a monster and that monster is now turned face-down. Although beyond that it serves much of the same purpose with an added bonus of giving you the option to take control of an opponent's monster.
